Kathryn Coburn has twenty years experience negotiating and drafting agreements for the acquisition, development, implementation, licensing, marketing, distribution and support of information technology, including electronic health records and participation in Regional Health Information Networks (RHIOs).
Prior to founding Coburn IT Law, Ms. Coburn was Technology Counsel to WellPoint’s all-payer healthcare clearinghouses where she had extensive experience with security, privacy and electronic transactions issues under HIPAA, Sarbanes-Oxley, Stark regulations, and Gramm-Leach-Bliley. At WellPoint, she worked on HIPAA risk assessment, gap analyses, and solutions for remediation. Ms. Coburn assisted in creating numerous strategic alliances between healthcare clearinghouses, payers and pharmacy benefit management companies across the United States. She supported systems procurement and Medicare and Medi-Cal Fiscal Intermediary operations.
She was Intellectual Property Counsel, a member of the HIPAA Steering Committee, and supported Spanish language negotiations, performing legal review of Spanish language documents.
Before moving to WellPoint, Ms. Coburn was Managed Healthcare and Technology Counsel to Health Net, where she was legal advisor to the Board of Directors, drafting and negotiating HMO and PPO provider agreements with hospitals and medical groups.
Before that, Ms. Coburn was President and CEO of CUTEA, S.A., a construction company in Guatemala City, Guatemala. |
